A father and son ride their bikes after Hurricane Wima flooded their neighborhood in Rockledge, FL this morning.

Does the father have two sets of handlebars on that bike? How did he do that? And why?
 
Good eye! I don't know what that's for.
 
How he did it seems pretty simple. I'd say he's installed a quill stem into the steerer, above the threadless stem. As to why, I can only imagine. It seems like a lot of extra hardware just to get moe riding positions.
