Bay Road in East Palo Alto, CA is a residential street with heavy pedestrian traffic.

Sure, it’s also a collector that connects University Avenue in E.P.A. with Willow Road in Menlo Park. But anybody — schoolteacher or not — who drives fast enough to kill a seven year old girl really needs to slow down on this 25 MPH speed limit street.
