San Mateo County health seeks proposals to promote cycling

San Mateo County Health System is the public health agency for San Mateo County on the San Francisco Peninsula. They’ve published a call for proposals to train health system employees on the use of non-car transportation to agency work locations in San Mateo and will pay up to $10,000 for a contractor who can complete the activities in their CFP.

Here’s what they ask for.

  • Create six (6) maps that can be printed as a small (postcard size) hand-out and also posted online
    • A walking map for travel between the Hillsdale Caltrain Station and the Health System’s 37th Avenue Campus A bike map for travel between the Hillsdale Caltrain Station and the Health System’s 20th Avenue Campus

    • A bike map for travel between the Health System’s 37th Ave. Campus and the Health System’s 20th Ave. Campus
    • A bike map for travel from the Health System’s 37th Avenue Campus and the Downtown San Mateo Caltrain Station
    • A bike map for travel from the Health System’s 20th Avenue Campus and the Downtown San Mateo Caltrain Station

      All maps should indicate marked pedestrian crossings, signaled pedestrian crossings, class of current bike facilities and/or safest routes as currently used by bicyclists. Maps do not need to be very detailed but should be sufficient to get people from point A to point B.

  • Prepare and deliver five (5) bicycle safety and commuter tips trainings to staff
    • One (1) In-depth, on road and classroom instruction for 10-15 employees. This class will teach students bicycle safety with a combination of classroom and hands-on instruction in a two-part format:
      • Classroom portion provides a general overview of the rules of the road for all drivers, common safety hazards for bicyclists, required safety equipment for the rider and the bike such as helmet and lighting, and basic tips from experienced instructors to make riding on city streets safe and enjoyable.
      • Hands-on portion where students will learn to fix a flat tire and perform a pre-ride bicycle safety check on their own bicycles. The final segment is a managed ride on city streets where students receive practical feedback on safe and visible lane positioning, effective communication with other road users (including pedestrians), and reminders of their responsibility to follow traffic rules. Students will receive a certificate of completion at the conclusion of the class, and a tube patch and tire lever kit, or a Contractor will provide League of American Bicyclists certified League Cycling Instructors (LCIs) for each two-part class along with the student materials. LCIs are experienced cyclists who have over 30 hours of bicycling specific training, which includes a train-the-trainer LCI Seminar.
      • One (1) classroom course on Biking with Children.
      • One (1) classroom course on Taking your Bike on Transit
      • Two (2) classroom courses on Commuting by Bicycle including biking in various conditions such as inclement weather, looking “good” for work etc…
    • Prepare and deliver trip planning to address individual commute needs of employees. Individual assistance can be provided in a variety of ways, but should be available to 50 employees.
    • Any other activities to increase employees interest, comfort and ability to walk, bike, take transit or carpool to work. We welcome the proposal of any other activities that we have not included in this Call for Proposals.

    Proposals may be for some or all of the aforementioned ACTIVITIES. The Health System may select one contractor to complete all activities, or several. In order to be considered, proposals must include the following:

    A. description of organization’s qualifications including any trainers involved in the proposed activities
    B. description of proposed activities and how they contribute to the Health System’s goals of reducing single occupancy car commuting by employees
    C. budget detailing expenses for each activity
    D. proposed implementation timeline and whether the contractor can meet the Health System’s goal of introducing most activities in May 2013

  1. Hey Richard, do you have the original RFP for this?

    I am thinking about going after this and want to send the RFP out to folks I would like to work with in preparing a bid for this project.
