I'm not a lawyer, but I'd have to question if the newspaper crossed the line from being an observer to an active participant in this crime by going out with the perpetrator for the purpose of vandalizing bike locks.
In a more extreme example, a reporter who witnessed a shooting while doing a story about a criminal would not be responsible for the crime. But a reporter who went along with a criminal for the express purpose of filming him shooting someone would be.

…i agree that the reporter is now a participant because “krazy glue” didn't reveal a happenstance that he knew of, he revealed a criminal activity that he personally precipitated…
…that reporter & that newspaper have an unfulfilled responsibility at this point to inform authorities…
…i'll bet because it's “bicycle related”, nothing serious will come of it as regards any of the participants & mores the shame…
