“Papers, please!” for bike travel between San Diego / Orange County California

Feb 1 2016 Update: Online registration available here. The shoulders on I-5 are open to cyclists between Oceanside Harbor Dr. and Las Pulgas Rd. in both directions for cyclists who are not able to access Marine Corps Base Camp Pendleton, according to Caltrans District 11.

Travel between coastal Orange and San Diego Counties has required transit through a large military base since the Marine Corp established Camp Pendleton in 1942. Beginning in March 2016, the base will begin to require pre-registration for those traveling through by bike.

Mainstream media looks at shoddy cyclist fatality investigation

Quick personal note: I am traveling this week and may be slow in approving comments, which are currently under manual moderation.

Some of you may remember the the death of 66 year old Margaret Bengs on November 2, 2015 in Sacramento, CA. Bengs attempted to cross Fair Oaks Boulevard at Kenneth Avenue on her bicycle when Sacramento Superior Court Judge Matthew Gary slammed his pickup truck into Bengs. Family members of the victim allege the California Highway Patrol’s rushed investigation failed to properly establish fault. An investigative report published last weekend in the Sacramento Bee concurs that in spite of CHP statements firmly placing blame on the cyclist, not enough evidence was collected to determine fault either way.

America’s first long-term transpo funding since 2005

The United States Congress forwarded the Fixing America’s Surface Transportation Act, or the FAST Act, to the White House last night, with President Obama expected to sign the bill into law just as the current highway authorization bill expires today. The FAST Act authorizes five years of funding for American highway and other transportation projects and is America’s first long term transportation funding law since SAFETEA-LU was signed into law by President George W Bush in 2005. Federal transportation policy since then has limped along with a series of continuing resolutions and the short term MAP-21 legislation, hindering long term planning.

Oil industry shill Henry Perea to resign

Happy Giving Tuesday, you all. California Assemblyman Henry Perea (D-Fresno) has long made it clear that he wants his Central Valley constituents to give their health and well-being in exchange for healthy profits for Perea’s oil industry sponsors.

Happily, Perea announced his resignation today, effective a full year before he terms out of his seat in the California Assembly, telling reporters that he’s taking a once-in-a-generation opportunity to become a professional lobbyist for an as-yet unnamed interest.
