On Monday, I received this note from the California Bicycle Coalition regarding the helmet discussion with the California legislature:
The problem is that, as you may know, a mandatory helmet law for adults is controversial in California, especially within our own membership. We have lost quite a few donating members over this, including a few major donors. But frankly, we would rather have 100 members who give us $10 and are against mandatory helmet laws than a few members with deep pockets who would push for a law that moves bicycling in the wrong direction.
I wonder who these major donors might be?

Some of you who studied for your driving license test might know about CVC 21656 in California. This is the law that requires the operators of slow-moving vehicles — including bicyclists — to pull over when five or more other vehicles pile up behind you. Because one law that already addresses the issue isn’t enough, California 5th Assembly District Representative Frank Bigelow from Madera County, CA introduced Assembly Bill 208, which is a bicycle-only version of the very same law.

California 25th District Senator Carol Liu amended her extremely controversial mandatory helmet law, SB-192, to only study the effectiveness of helmets, and removed the mandatory helmet use for adults language in its entirety. The requirement for high visibility apparel has also been removed.

He’s riding a trike at perhaps 5 MPH on a street empty of motor vehicle traffic through downtown Santa Cruz, CA. California Assembly member Carol Liu continues to believe he needs a helmet for safety. Should her bill, SB 192, become law, Mr Fedora on the trike will become subject to citation and fines.
